Dear Friends,

I hope you are enjoying the invigorating (!) winter weather, and that those of you who were brave enough to tackle the mid-winter dip have survived to tell the tale. Our winter swim nights with the sunclubs are going well. At both Parakai and Porirua, lots of people are turning up and enjoying themselves.

We also look forward to receiving your nomination for the committee, either before the AGM or at the AGM. We invite you to come along to a committee meeting beforehand, to 'try it out'. STATISTICS

FBG membership as at 1 June 1990 is 455 adults (290 men, 165 women) and 71 children. There are 180 single men (40%), 97 couples (43%), 33 families (14%) and 15 single women (3%). Around the country, Christchurch FBG has 42, Waikato/Bay of Plenty 40, Wellington 32, South Auckland 20, Manawatu 15, Rotorua 14, New Plymouth 10 and Kaitaia 8.

COUNTRY CORNER

As you can see from these figures, there is lots of scope for our country members to get cracking. In some places there is already a good nucleus of FBG supporters, and a little local advertising will boost this along. We have sent letters to sixty local councils, listed below, requesting that the Free Beach Group be listed in the Recreation section of their Community Directories, and advising people to write for the local contact telephone number. All we need is local contacts. Thousands of folk have belonged to FBG since it started, so the interest is definitely there, and an organised group provides support for those who are shy. Local Organisers are regarded as honorary committee members, and get a copy of the minutes. These are the councils which have had letters. Please let us know if you think any other council should get one.

THE BYLAW

The letter on the other side of this page has been sent to the councils listed below. After we sent in our submission to NZSA in 1988, the matter was referred to individual councils for their consideration.

Since then, the new Local Government Act has come into force, with major reconstruction of councils and local body boundaries. These new councils are drawing up new sets of bylaws, and now is the time for us to bombard them with letters requesting that bylaw 1902.7 be deleted.

As far as we can tell, the beaches, rivers and lake shores in our Beach List come under the jurisdiction of around forty different authorities. Many of these follow the Model Bylaws as set out by NZSA. Some have their own bylaws regarding beach attire, and others have none.

The good news is that places administered by the Department of Conservation have no such bylaw, nor Tauranga or Christchurch. This includes all National Parks, most Scenic Reserves, Papamoa, Spencerville Beach and Hobson Bay. Of the rest of the councils, we do not know what bylaws they have. Nor do we know for sure which of our beaches are governed by which councils. Although this is hardly the point. Our aim is for all beaches to be clothing-optional.

We ask that you write to your local council, supporting our official letter. Send it to the Secretary, and get the address out of your telephone book. Our letter has been sent to the following councils. If you would like one sent to any other council, please let us know.

ASSOCIATE MEMBER OF THE NEW ZEALAND NUDIST FEDERATION INC.

15 June, 1990

The City Secretary,

Auckland City Council,

Private Bag,

WELLESLEY STREET.

Dear Sir/Madam,

The Free Beach Group Inc. was formed sixteen years ago, and acts as a disseminator of information and an unofficial guardian of the rights of those who would rather swim and sunbathe unhampered by unnecessary clothing.

In the past, those councils which have had bylaws regarding beach dress have in general tended to rely on the NZSA Model Bylaws Chapter 19, and in particular on 1902.7 which states: 'No person shall be or remain upon any part of a beach in view of other persons unless properly and sufficiently clad.'

The council are no doubt aware that the December 1988 edition of the NZSA magazine called for comments on a letter from ourselves regarding the amendment or deletion of section 1902.7. The response was, in the words of SANZ's Head of Promotions, "quite astonishing". The association received a small deluge of letters, nearly all supporting the right of people to choose for themselves the preferred beach apparel. This favourable response should have been no surprise. In a Heylen Poll conducted during the summer of 1974/75, 2000 people from throughout New Zealand found 63.6% in favour of "dress-optional" beaches.

It is the contention of the Free Beach Group that the Summary Offences Act 1981, Section 4, on offensive behaviour in a public place, fully covers the need to control indecency or offensiveness of any kind on beaches. Recognising that what may be appropriate in one circumstance is not necessarily always the case, the law lays down the guidelines of time, circumstance and place. These derive from a 1975 Court of Appeal decision overturning the conviction of a nude bather for offensive behaviour. Section 1902.5 of the Model Bylaws may also be seen as covering indecency or offensiveness. It states: 'No person shall ... behave in an indecent, offensive, improper, disorderly, or noisy manner on any part of a beach.'

The Free Beach Group do not ask that a beach or beaches be set aside for nude bathing. This would be unfair. The beaches 'belong' to all equally. All we seek is the right of all people to enjoy the beach in the manner they choose, so long as it is within the law.

We ask that any bylaws promulgated by your council do not discriminate against nudists exercising their human and legal rights.

Bill

Tony Wilson,

On behalf of the committee,

Free Beach Group Inc.

WELLINGTON DISTRICT NEWSLETTER

JULY - AUGUST 1990

Well here we are with the mid-winter newsletter. At the time of writing, Wellington's - and I suspect New Zealand's - winter weather for 1990 has still to arrive. Between this time of writing, and the delivery of this newsletter, Wellington Free Beach Group members - well some/most? of them - will have enjoyed a mid-winter dip (Saturday 23rd June) at Camp Bay, a shingle beach a few minutes' walk from the end of the road at the south end of Eastbourne. A report that tells all concerning this madness should appear in our next newsletter. On the evening of the 23rd June, after a take-pot-luck meal, members will warm up at a social function at my home at Eastbourne.

The monthly SWIM NIGHTS at Cannons Creek Aquatic Centre each month from 6pm to 8pm continue to be very popular with Wellington Free Beach folk and the friends members bring with them. In that regard W'gtn members - how about more friends and outsiders at these swim nights? Without a doubt this well-equipped aquatic recreation venue is an excellent rendezvous to introduce newcomers to the nudist movement. N.B. Your friends are welcome as paying observers for their first visit if that's the way they want it; school students no charge; adults $4.00. Barbecue facilities available for those desirest of a hot meal on site.

STOP PRESS: I regret I have to relate alas what happened to our scheduled 'Swim Night' for June. Counting some four children, over twenty of us duly arrived at the pool complex at 6pm only to find the whole place locked up. Only Free Beach folk turned up, so somewhere along the line wires had been crossed. I subsequently phoned June Campbell-Tong and the long and the short of it is the Sun Club let us down. Enough said!! However we all ended up at Trevor and Odette's home for a super time together. My special apologies to those members who came all the way from Pahiatua, hoping to enjoy a hot swim.

CANNON'S CREEK SWIM NIGHTS occur on the SECOND SUNDAY EACH MONTH.

DATES: 8 July 12 August 9 September 14 October 11 November & 9 December 1990.

A SPECIAL SWIM NIGHT WILL BE HELD ON SUNDAY 24 JUNE

A MAP is printed on the other side of this page.

On the afternoon of Sunday the 20th May, a considerable number of the Wellington Free Beach members who knew Frank, gathered to wish Frank well on his then pending date to move to Europe to live. For the occasion Odette made a cake shaped and decorated with a real difference, and iced in accordance with an appropriate Dutch theme. Grant and Marilyn presented to Frank a personally created very special tee shirt depicting "Franks Place" at Breaker Bay. Those present at the enjoyable send-off felt that collectively - when that time of the year came around, Frank's continued membership of FBG should be arranged and paid for for the next 12 months.

May I close with my sincere thanks to everyone for their help, enthusiasm, and encouragement in the initiatives we are jointly embarking upon within the Wellington and District FBG membership.

Chch News

JULY - AUGUST 1990

JULY - AUGUST 1990

An evening has been arranged for 21 July for a skinny dip at Jelly Park pool from 6 - 8 p.m. The entrance off Ilam Road is the easiest for parking. There will be a charge to cover the costs - this will depend on the numbers attending. The pool is hired especially for us, and we have invited the Canterbury Sun Club members to come along. This should help the costs.

Members are invited to a meal at the Halswell Junction Tavern after the swim. This facility is recommended as being one of the best in Christchurch.

We are required to give approximate numbers of those attending both functions, so I would be very grateful for a call on 596-143 to advise of the numbers wishing to attend by Friday 13 July.

A special thank you must certainly go out to Ray of our group for the use of his heated pool, sauna and spa. Members who have been into his unit are most grateful to be able to share this with him.

We are interested in a good plan for the coming months ahead, and would welcome a venue for a meeting if anyone's home is available. We already have a club interested in some games on one of our beaches.

We welcome all ideas to help keep the group alive and interesting. Please ring any time.

Wilf
